Policy Needs Infrastructure: Building The Grid For Uttar Pradesh’s Next Energy Phase

11 October 2026

Dr. Ashish Kumar Goel, IAS
Additional Chief Secretary, Energy, Government of Uttar Pradesh — at the time of the Roadshow

Dr. Ashish Kumar Goel began with a striking marker of Uttar Pradesh’s change: a state that, in his words, once did not feature on the renewable-energy map now has more than eight lakh rooftop-solar systems and stands second nationally under PM Surya Ghar.

He described the state’s policy architecture as spanning solar, bioenergy, green hydrogen and electric mobility, with UPNEDA positioned to provide rapid facilitation to investors entering these sectors.

Electric mobility is becoming a concrete infrastructure programme. Goel said the state had created an EV charging and renewable-infrastructure company and, following a strong tender response, expected EV charging stations to come up at 238 locations, with roughly another 1,000 locations planned in the next phase.

Transmission was the other major pillar of his address. Under Green Energy Corridor Phase II, he said a network for evacuating around 4,000 MW of renewable energy was almost ready.

He added that Green Energy Corridor Phase III was expected to provide arrangements for roughly another 10,000 MW of evacuation capacity for pumped storage, solar and other renewable-energy projects.

Goel’s message to investors was therefore not simply that Uttar Pradesh has renewable-energy policies; it was that the state is attempting to build the grid and enabling infrastructure required to make those investments executable.

He also underlined the state’s focus on transmission reliability and said the roadmap for the work required through 2030 and 2035 had already been prepared and was under implementation.

The proposition from Lucknow was clear: renewable-energy growth requires policy, but it also requires connectivity, evacuation capacity, investor facilitation and a transmission system capable of carrying the next wave of projects.
